can you buy graphics cards with built in video capture, are tv tuner cards built in with video capture, or are they a totally seperate card

There are graphics cards (video cards) that have capture capabilities - ATI's ALL-in-Wonder cards do both video output (to a monitor) and video capture from an external source (camcorder, TV cable box, video game console, etc).
In my experience, separate cards do a better job. If you've already got a computer with a pretty good video card all you need is a capture card to handle digital video recording.

You can capture video from a TV tuner card. ATI All in Wonder cards have both video capture and graphics capabilities built in to the same card.
Personally I would recommend getting a separate device for each function. It will be a lot cheaper in the long run and you can get exactly what you want for each function. You won't have to over buy or compromise in either area.

You can buy something like a Hauppauge video capture card with a built in tv tuner at http://www.pcalchemy.com Just connect your cable line to the card and you can record, pause and watch live TV. Similar to the way dvr works through your cable company. The problem is these cards don't do HDTV yet. The cable companies are encrypting the HDTV channels so card manufacturers can't sell a generic all in one card yet. They're in the process of creating an adaptor that will accept each cable companies cards but they're not quite there yet. This is only if you want the card to tune the tv channels itself. If you want to tune the channel your self then you can just buy a standard video card with video in.
